Developer Paul Fridman has failed in an ambitious bid to construct a 37-storey tower, two-and-a-half times the local height limit, on a South Yarra block next to Larry Kestelman's $500 million Capitol Grand building.

Fridcorp, the entrepreneur's development company, was seeking approval to replace its six-level office headquarters at 627 Chapel Street with a 37-storey mixed-use building containing 372 flats, a lower-level cafe, two levels of offices and a 265-bay basement car park.
