A joint venture between a Melbourne and Malaysian developer will take Victoria's planning minister to the appeals tribunal after he cut the height of a proposed city skyscraper to limit overshadowing of a popular riverside city park.

Rich-lister Sam Tarascio's Salta Properties and Malaysian developer Asia One will appeal Victorian Planning Minister Richard Wynne's decision at the Victorian Civil and Administrative Tribunal after he lopped four storeys off the top of their building.
